The Re-submit Job option allows you or your system administrator to send another submission exactly as it was submitted the first time without changing the parameters. An incomplete job can be re-submitted, but keep in mind that if you re-submit the job with the same set of parameters, and those parameters caused it to fail the first time, then the job will most likely fail again. However, if the job is incomplete because of an external reason that is not related to the information in the report, the Re-submit Job option is very useful.
